Ivangorod is the oldest city in history, and it was once the most controversial city in Russia and Estonia. Following the disintegration of the Soviet Union and Estonia's independence in 1991, Russia believed that the borders defined in the "Tartu Treaty" had been replaced by the borders of the Soviet Union's re-division of political regions, so Ivangorod continued to be a part of Russia. Because of the tense relations between Russia and Ireland, the new border agreement has not yet been implemented.
