The city, founded in 1565, is located in a valley a few kilometers from the sea. The offshore location was intended to protect against pirate attacks. After such a raid in 1677, the town became the Castillo de Santa Rosa It is said to have been connected to the nearby city by a tunnel.

The town played an important role in the war of independence. One of the generals was Juan Bautista Arismendi, a son of the city. The Spaniards succeeded in finding his then 16-year-old pregnant wife Luisa Cáceres de Arismendi imprisoned at the Castillo de Santa Rosa. However, the young woman was not ready to betray her husband. Their child was born while in captivity and passed away soon after. Both are revered as heroes by the population.
