Characteristic
Geography
The oblast is located in the eastern part of the Russian Federation, in the area of the Siberian Upland, the Ambarian Mountains, the East Sayan range and the Baikal mountain belt.
Due to its location, Irkutsk Oblast belongs to the Irkutsk time zone (IRKT): until October 25, 2014 UTC 09:00 all year round, from October 26, 2014 UTC 08:00 all year round.
Climate
In the area of Irkutsk Oblast, the climate is cold and temperate. In summer it rains very often, while in winter it rains very little.
History
The circuit was probably built in the 19th century. In 1937, the Ust-Ordyńsko-Buryat Autonomous Okrug was created from a part of the Irkutsk Oblast, with its capital in Ust-Ordyńskim.
In June 2019, nearly 50 localities in the oblast were under water as a result of the largest flood in the history of Siberia. Dozens of people lost their lives at that time.
