The Northern Mariana was inhabited 3,500 years ago. It was first discovered in 1521 by Gonzalo Gómez de Espinosa. Occupied by Spain in 1565, the aboriginal Chamorro people were forced to relocate to Guam for a period of time (for management and religious assimilation), and the Caroline had already settled when they were allowed to return. In 1899, Spain sold the Northern Mariana to Germany. After the outbreak of World War I, it was occupied by Japan. In 1920, the League of Nations commissioned Japan to manage it. Conquered by the US military in 1944, the United Nations handed over Northern Mariana to the United States trusteeship in 1947 and became a zone of the Pacific Islands trusteeship including present-day Palau, the Marshall Islands and the Federated States of Micronesia. In 1962, a referendum on merger with Guam (indigenous Chamorro) was held, but it was vetoed by Guam. In 1975, he negotiated with the United States on the future political status, and signed the Covenant with the United States in 1976. Under this covenant, Northern Mariana merged with the United States politically and enjoyed a certain degree of autonomy in internal affairs, but the United States was responsible for foreign affairs and national defense. In November 1977, the first general and deputy governor and parliament elections were held, and the autonomous state constitution was implemented in January 1978. In November 1986, the President of the United States declared Northern Mariana to be a U.S. Dependent Territory, and both the original residents and those who were born there would be U.S. citizens.
