In Kherson Oblast - like all regions of eastern Ukraine - Russian is dominant, even if it is partially interspersed with words from Ukrainian. With English or German you can rarely get ahead in the larger cities, but it can be assumed that knowledge of the Russian language is a prerequisite for getting through successfully.
