Kaliningrad is a Russian Administrative district with the city of the same name as its capital. The Russian exclave comprises about a third of the former East Prussia. The region borders in the south Poland (Voivodeships Pomerania about the Fresh spit, Warmia-Masuria and Podlaskie in the four-country corner) as well as Lithuania in the north and east.

Russian is spoken in the oblast. In rural areas in particular, foreign language skills cannot be expected among the population. Since English as the first foreign language was not introduced in schools until after the end of the Cold War, it is not expected that older residents will speak English.
getting there
The journey from the road is usually via the Polish-Russian border crossing north of Braniewo respectively.
The best way to arrive by plane is via the city Kaliningrad. From there you can reach all places by rental car (international driver's license required for self-drive), taxi, bus and train.
Since July 1, 2019, there are eVisa for Europeans (excluding the British) valid for 30 days, which entitle them to stay in the Obladt for 8 calendar days only. The obligation to notify does not apply, otherwise only the Russian entry and registration requirements.
