Formalities

It is necessary to have a permit in order to be able to go to the Kuril Islands legally since it is a border area of the Russia. Do not try to visit the archipelago without a permit since all incoming traffic is controlled. Russian citizens and Belarusian can apply for a permit in the morning and receive it in the afternoon on a weekday. However, obtaining a permit for foreigners is much more complicated. The ferry (ferry) will remain docked on each of the islands for several hours. That said, you won't be able to get off the boat if you don't have a permit to enter that particular island. So, try to get permits for multiple islands even if you don't know which ones you want to visit. Going through a company offering tours is practically the only option.
